If enabled, "Read Only" flag makes selected Category read-only on the Portal 
level.  Users will not be able to open new Topics - only reply to existing 
Topics.  Admins and Portal owner (you) can open new Topics even if Category is 
marked as Read Only.

NOTES:

1. "Read Only" flag can be enabled on the Category level in which case it will 
override the setting on the Portal level.

2. "Read Only" flag can also be enabled on the Topic level in which case it 
will override all of the above settings for the Portal and Category levels.
